COP16 Cali/ Unlocking Private Finance for a Just Transition towards a Regenerative Economy

Overview

At COP16 in Cali, Colombia, ALTAMIRA Regenerative Finance as partner of NetworkNature and the We Are Water Foundation, convened a high-level dialogue on the future of finance for nature and regeneration. The session brought together leaders from development finance institutions, impact investors, multinational corporations, philanthropic organizations, climate initiatives, and water stewardship platforms to explore a central question:

How can private finance accelerate a just transition towards a regenerative economy?

The discussion focused on Nature-based Solutions (NbS) as an entry point for broader transformation of financial systems, highlighting the need to move beyond isolated projects toward mission-driven investment approaches capable of generating systemic environmental and social outcomes.  

Our Role

ALTAMIRA co-designed and organized the event in partnership with NetworkNature and the We Are Water Foundation. The session was conceived as a space for collective intelligence, bringing together diverse actors working at the intersection of climate, biodiversity, water, and finance.

As part of the program, Mónica Altamirano introduced the case of the Amazon Regenerative Economy Outcomes Fund (Jaguara RBF) as an example of outcome-based financing for regenerative development, helping frame the discussion around innovative approaches capable of mobilizing capital towards nature-positive outcomes.  

Bringing Together a Diverse Ecosystem

The event convened representatives from organizations including:

The diversity of participants enabled discussions across the full investment ecosystem—from capital providers and corporations to conservation practitioners, water funds, and regenerative finance innovators.

From Nature-Based Solutions to Regeneration

Participants examined how financing mechanisms developed for Nature-based Solutions can serve as stepping stones toward broader regenerative economic models.

Innovative Finance and Outcome-Based Mechanisms

The discussion highlighted advances in impact investing, outcomes-based financing, and blended finance structures capable of mobilizing private capital for biodiversity and resilience outcomes.  

New Partnership Models

A recurring theme was the importance of moving beyond traditional public-private partnerships toward Public-Private-Community Partnerships, recognizing the critical role of local actors and collective stewardship in delivering long-term outcomes.  

Collective Action for Systemic Change

The event concluded with a collaborative exercise focused on identifying principles and pillars needed to accelerate the transition toward regenerative financial systems that serve both people and nature.

One of the key reflections emerging from COP16 was that the challenge is no longer a lack of financing instruments, but rather the limited availability of investment-ready portfolios capable of delivering systemic outcomes.

The discussions reinforced the need for new approaches to investment origination that bring together governments, communities, investors, and project developers around shared missions and place-based development pathways.

These insights contributed to the subsequent development of ALTAMIRA’s Mission-Driven Investment Planning for Regeneration Bootcamps, which help territories move from strategy and vision to the co-creation of transformative investment portfolios.

Looking Ahead
