Tony Clamp

Strategic Advisor
Tony is a specialist in sustainable and infrastructure investment, public–private partnerships (PPPs), and climate finance, with over 30 years’ experience delivering complex infrastructure projects across developed and emerging markets. He has worked with public, multilateral, and private sector partners to mobilise blended finance and drive investment across the water, energy, and climate sectors.
He has led major programmes and advisory assignments for organisations including the World Bank, the European Bank for Reconstruction and Development (EBRD), and the Green Climate Fund (GCF), collaborating with governments, developers, and investors to structure and deliver high-impact projects and partnerships
Previously, Tony served as Director of the Private Sector Facility at the Green Climate Fund in South Korea, where he led a global investment portfolio spanning renewable energy, e-mobility, sustainable agriculture, infrastructure, and nature-based solutions. Prior to this, he spent a decade at the International Finance Corporation (IFC), leading PPP advisory projects across Asia, Africa, Europe, and Latin America in the energy, transport, and water sectors. He has also held senior roles in the private sector, including at CVC Capital Partners and BlackRock, where he contributed to the design of a reconstruction and development fund for Ukraine.
Tony holds a bachelor’s degree in engineering and management and an MBA from Cass Business School, London.
